Can I download Xbox 360 DLC and then give it to a friend who does not have Xbox Live?

I was wondering because I borrowed Assassin's Creed Brotherhood from my cousin and wanted to be able to play The Da Vinci Disappearance. Can I transfer it from my console to his later when I give him back his game?
