Create vacuum in power plant condenser?

ideal condenser vacuum is 760mm. and practical is 600 - 650 mm. cooling in condenser is done by sea water(by open cycle).At low tides the desired cooling is not available for condenser and hence desired vacuum is not achieved. so please suggest how to attain required vacuum in such conditions..
