Statement 1: The soul never returns back (fall) once attained Moksham. statement 2:Fallen soul?

Nothing merges totally with the lord. The individuals according to merit are given their places.Like the Sanakas, Narada, Sapta rishi, Dhruva, ptahlada, Maha bali etc. They do not return to earth. Others according to merit go to different lokas and remain tere till the time comes for return to earth. There is no confushion.
