I need information about attaining low income free cat spay coupons?

Hello. I want to get a free spay coupon from an laanimalservices shelter because i do not have enough money to spay two cats. I know that I have to take a ladpw bill that proofs I am low income. The problem though is that the bill is not under my name its under a ladys name who is not a CA resident. I am a CA resident and I am wondering what I should do. Should I show up with that bill and explain that I live with the person on the bill and that I am a CA resident or should I not waste my time?
